OBS in NSA

Given that I have no experience with NSA, this is just for someone else in a discussion.

1) Is the rule for OBS in NSA much different than ASA, PONY, USSSA, etc. ?

2) Is it true that it just says the runner may advance without liability?

3) If you know NSA correctly, how would you rule.
Ball in outfield, runner headed home collides with F5 approaching 3rd; keeps going and is thrown out at home on a close play.
a) runner is out
c) runner awarded home
Just NSA answers, please, no other debate.
