Dead ball Ball

Hello

At the recent Va Tech vs Elon Univ there was the following situation

Bases loaded (Va Tech)
1 out
Count is 2-2
Pitch is a change up
Batter either moves hands toward pitch to get hit or
She was attempting a swing anyway movement was toward the pitch not away from pitch
Ball hits her hands on bat and ball goes foul
Umpire places batter on first HBP
Elon coach argues batter moved to get hit by pitch
Umpires confer and decision was the following
All runners return to base
Batter returns to plate
Count is now 3-2
Ruling is a Dead Ball, Ball

I have never heard of a dead ball ball. Is that a new ruling? And can someone explain it.
I thought it was a dead ball strike or HBP but never of a dead ball ball
In golf it could be a mulligan

In NCAA, if a batter intentionally gets hit by a pitch that is outside the strike zone, the ball is dead and the pitch is ruled a ball. This is true for every softball ruleset that I can think of.

The major difference between NCAA and other rulesets is that the NCAA does not require a batter to attempt to avoid getting hit by the pitch.

NCAA Rule 11.16 states, "A batter is awarded 1st base when a pitched ball is entirely within the batter's box and it strikes the batter or her clothing. No attempt to avoid being hit by the pitch is required, however the batter may not obviously try to get hit by the pitch."

"The hit batter shall not be awarded 1st base if the batter obviously tried to get hit by the pitch (regardless of its location.)"

To clarify, by the batter moving toward the ball in your situation, she intentionally got herself hit by the ball. I didn't mean to imply that the pitcher threw at her.

NFHS adopted the NCAA rule this year.

Wow. It would be hard to convince me that the batter allowed the ball to hit her hand while it was still on the bat. Most often, batters stick out an elbow or knee to let the pitch hit them. But the hands on the bat? That would hurt, even with a change up!

HTBT, but I would consider that an attempt to hit the ball, because as she moves her hands toward the ball, she's also moving the bat toward it. I would rule a dead ball strike on this one.
