I kinda lean towards SC UMP (Dan) & Kono's thinking as well as DTTBrown.
So, foot, ball, glove? SAFE
Ball, glove, foot? OUT
Ball, glove, ball/foot----go with Kono's answer

Another suggestion a partner gave when we where yacking in between games was to just yell very sternly, while pointing emphatically, "TIE!!!"

Then just step back and let the players figure it out.

Seems like we all have different opinions in what constitutes a "tie" and who makes the best play and other factors. When I make this call, I tend to get and out. This is just my method and the method that most umps in our association us as well. I remember the first organized umpire meeting that I ever attended, about 12 years ago, the clinic leader made it a point to tell us that there are NO TIES in baseball/softball. THE TIE GOES TO THE UMP...GET AN OUT!

There are no such thing as ties.

I look for one thing and one thing only.
Did the runner beat the play? Yes = safe, No = out.
