I cannot find my rulebook and this question was brought up. Here is the scenario: runner on second, batter hits ball to left field, runner leaves second and decides he cannot make third so he goes back to second and stands on the bag. when the throw comes in, it goes out of play. The umpire ruled that the runner on second gets third and home, and the batter got second and third(he had already taken first when the outfielder threw the ball out of play) My question is, is this correct? What is the ASA ruling on an overthrow.

Sounds correct. Two bases from the last base legally touched at the time of the throw (thrower's release), regardless of how or why the runners are where they are. This assumes the throw itself went out of play. If the throw was caught and then a fielder lost control (e.g., on an attempted tag), it's only one base from the time the ball goes dead.
