For youth leagues (and others), why is the ASA cutoff date in determining "league age" the age of the player on 12/31 of the previous year? Just curious as to what the thinking behind this is.

What I heard at the time was they changed it to line up with international rules. I have no idea if what I heard was anything close to the truth, however.

ISF only has two age brackets, Women/Men and Jr. Women/Men(18& Under). The cut-off date between the two is the 31st of December of the year preceding the tournament.
