Speaking Little League,

Rule 8.03 (a) states that "at the beginning of each inning" the pitcher can take 1 minute or a max of 8 pitches. The game hadn't begun until the batter took position in the batter box and you started the game; therefore, the inning hadn't begun, thus, he was incorrect in his statement.

You will always find that the losing team or one who expects to lose (pitchers used up) will be the one griping and complaining the whole time.
