We have a pitcher in our league that does the following. Facing the batter the puts his left foot all the right(third base side) of the mound and his right foot is off the mound about one foot. When he deilvers the ball he bends down and deliveres the ball. At no time does he step toward the plate is this a legal delivery ? ASA League. The rule states that the pitcher must step towards the batter. Some people say this is legal .

Sounds like slow pitch.

If so, it's legal. The pitcher can step any direction or not step at all -- as long as the pivot foot maintains contact with the pitching plate until the ball is released.
