Ruling on an overthrow
 

I know I've read this ruling before, but I need a citation...

R1 on 1st, B2 hits deep to left. R1, off on the hit, rounds 2nd when she sees the ball caught by F7. As she retreats to 1st, the throw (released before R1 backtracks past 2nd) gets past F3 and goes out of play. R1 completes her responsiblilty and reaches 1st.

What base is she awarded? I say home, but need a reliable rule interp.

I'll take a shot. I don't have a rule cite, but am going off memory from reading this site.

Two bases from TOT. You award R1 HP. However, R1 must return and retouch first or be in jeopardy of being called out on appeal. Once she retouches first, she is awarded third.

You had it right and talked yourself right out of it.

ASA's, (removed reference to other org. rules) is two from the time of the throw. NOTHING else matters, it is ADVANCE two bases from the runner's position (bases have nothing to do with the award) at the time the ball was release by the defender which caused the ball to go out of play.

And before the baseball guys muddle this up, the only difference in MLB is wording that excludes the consideration of a BR reaching 1B before a throw is made.

I am looking at the NCAA rule book.

12.7.2.4 When the ball is in play and is overthrown (beyond the boundary
lines) or is blocked.
EFFECT—The ball is dead. Each runner is awarded two bases from
the last base legally touched when the ball left the fielder’s
hand. If two runners are between the same bases, the award
is based on the position of the lead runner.
Note: If a runner touches the next base and returns to her original base, the
original base she left is considered the last base touched for the purpose of
an overthrow award.

In the OP, she is awarded HP originally and is subject to be called out on appeal. However, if she decides she must tag and retouches 2B prior to the dead ball, she can retouch 1B. If she has not retouched 2B prior to the ball going OOP, she cannot return and retouch 1B. If she has retouched 2B and then retouches 1B, she is then awarded 3B.

My understanding of the Note is differently. The Note adresses the sit in which the Runner touches the nex base and retreats before the ball is released. That means in this case: 2B would be the last base touched but the Runner is between 1B and 2B. Therefore the award would still be 2 Bases from her position at the time of the throw.
