Is that USSSA for true for both SP and FP? |

USSSA's FP rulebook is structured very differently from their SP rulebook. My initial look-through would say yes, SP and FP differ in their handling of a runner struck by a batted ball while on base. SP keeps the ball live, while FP kills it.
However, I'll need someone more experienced with USSSA FP than I to make that call.

USSSA FP rule in this case is very similar to ASA. The one you quoted must be from the SP rule book.

Yes, it was the SP rule book. Not sure why they would have two different rules.
