 Rule 8.7 Eliminates the out on a LBR violation.
 Reasoning:  Present penalty is excess and not necessary for rule to be effective.  Rule remains exactly the same just that the runner is not called out.
 My opinion:  As we continue to see, even at the upper levels of play, this rule is quite subjective and can have a devastating effect on a game.

So, they would just call dead ball and reset everyone?  Wouldn't the runners try to get a jump on every play if they're not penalized with the out?  Little league throws a red flag for runners leaving early and then the runner is only allowed to advance one more base than the runner trailing behind them.  I don't think they would do this because they wouldn't want ASAŽ on something bright red.
