Fed rules, R1 on 1st takes lead on pitch. catcher throws for pick off at 1st ball hits R1s' helmet and bounces over fence into dead ball area. Award 1 base or 2? I belive 2 partner who was PU says 1?

There's no way you can have a one base award on this thrown ball. The only one base award on a thrown ball is when the pitcher, from the pitching plate, throws the ball out of play. All other balls thrown out of play get a two base award. Check the table that comes as part of Rule 5.

Steve got it.

Thrown ball that goes out of play is a two base award from the time of the throw.

R1 has attained first (obviously), award is third base.

Think of it like this.

Pop up to SS. Runner on first is off 5 feet. SS tries to pick her off after the catch Ball goes OB. Play by a fielder and ball goes OB. Two Basses runner gets third.

Catcher is also a fielder. Throw made by catcher goes OB. Runner gets Third.

Have a nice Day.

"Catcher is also a fielder."

So is the pitcher AFTER the pitch is released.
