NCAA...home team ground rules, some teams declare the face of the dug out in play when ball deflects back into fair territory between home and first and home and third?

A thrown balls makes more sense, I either misunderstood the rule interpretation from another umpire or was just given the wrong info., I found it hard to swallow this would be allowed. Thanks
