Thats like the definition of illegal. How do we ignore the cone shape and answer this question?

Yes if it wasnt that thing, I would allow it.

I'm focusing more on the aspect that it wraps around the grip and attaches to the batter's hand like a ring, but is meant to come off.

At what point is something meant to be permanently attached or securely taped?

I haven't decided if I should call it from the dugout or the outfield. Apparently, both have really great views!

Um, there is no "or securely taped"

Nothing can be attached in the manner you are describing, taped or otherwise.
