NSA youth fastpitch rules:

Between batters the pitcher lays her glove (with the ball in it) on the ground to fix her hair. No "time out" has been called.

Can baserunners attempt to advance?

NSA Look Back Rules states "while the pitcher has the ball within the sixteen- (16) foot circle."

I would say if the ball is on the ground, even if in the glove, the pitcher does not have the ball, so runners can advance. Just my opinion.

I'm thinking that the plate needs brushed off. Yep once she starts to take her mitt off with the ball in it, "TIME" and I'll walk around and brush the plate off, look at the catcher and tell her to remind the F1 next 1/2 inning to ask for time if she wants to do that so we don't get into a cluster!!!

I have to agree!

One stolen base and that pitcher should learn what she should or should not do.

You would also be removing the chance for a legal advancement by a baserunner.
