[ASA Co-Ed] Pitch Gauging?

No AA moments last week, though I did see something new from an umpire.

He looked as if he was holding his hand out toward home plate. At first I thought maybe he was calling an illegal pitch but later wondered if he was just making sure they had enough arc, since he never signaled a DDB or verbalized "illegal pitch." And most of the players swung at the pitches he did this for anyways. Either way, I'm betting this is not an approved mechanic :D

Which leads me to a question, under ASA rules, is the illegal pitch penalty not enforced if a batter swings at the IP? I thought I read that on this forum

Even better, that is what you would read in the rule book, 6SP.Effect 2-4 & 7.
