Well, I am the one who made the original post because I had the rule right but was asked by someone else to explain why the rulebook states this...(Followed by stated rule)

I have always known and followed the fact that rules, clinics and such all go into good umpiring but I also need to be able to explain why something says what it does when confronted by someone who is just reading the rulebook and not going to clinics (Like most coaches). I thank those who helped me understand why I was right in the first place and can now help explain it to others in a better way.

It seems I did not need an umpiring lesson, I needed and English lesson :)

But if you have not yet reached a perfect union then can you not do something to try and reach a "more perfect union" meaning more toward perfection than you were before?
