Intentional WALK
 
In Fed Ball Does The Pitcher Have To Throw To The Batter, Or Can The Batter Go To First Without Having Any Pitches Thrown.

FED Baseball: Awarded 1st base without pitches. Softball: Pitches must be thrown.

All fast pitch that I know requires the pitches to be thrown.

Not sure any more, but in LL Big League division, all that was required prior to first pitch was to tell the umpire you wished to walk the batter.

Have not done LL since 2004.

According to ISF rules (which some countries have translated and are using) the pitcher can announce the Intentional Base on Balls can be announced any time.

3. (FP and SP ONLY) If the pitcher desires to walk a batter intentionally he may do so by notifying the plate umpire who shall award the batter first base. If two batters are to be walked intentionally the second intentional walk may not be administered until the first batter reaches first base. The pitcher's notification to the umpire shall be considered a pitch.

NOTE: This can occur at any time prior to a batter beginning and ending his time at bat, regardless of the count. The ball is dead and runners cannot advance unless forced.
I think in LL you have to announce it before the first pitch is thrown and it goes for majors to big, but I'm not sure I have to read up on that.

Here in SC the private high schools, who use Fed rules, allow an intentional walk. This is the Twilight Zone of HS ball.

Funny story - in the thread I threw out the AD the game was won on an intentional walk. I guess it's one of those "things" coaches neglect to teach. R1 on 2nd and good batter up - bottom of 8, score 0-0. Coach tells catcher to walk the batter intentionally so I stand there waiting for her to do the tradional "stand up" thing - she SQUATS and calls for the pitch-out. The first one is very high and she stands and catches it. I looked at the coach to see what he was going to do - nothing. She squats again and calls for the PO - this one isn't nearly as high . . . at least until the batter hit it for a 2-run homer!
