What is your obstruction procedure?
 
We were at a tournament yersterday and we had two schools of thought on the proper procedure when a player is called out before the base(s) are awarded. School one - signal obstruction, make the call, call time, and then award the base(s) the runner would have gotten had there been no obstuction. School two - signal obstruction, at the end of playing action,no call is made, call time and make base awards . The difference being do you or do you not make an out call before calling time and awarding the base(s).

Signal obstruction. If runner is put out when protected, call "dead ball", announce the obstruction, and award the bases. No out call is to be made and then overturned. Only exception is if the other umpire (not the one awarding the obstruction) is the one who is to call the out, call it, and then allow the "obstruction" umpire to determine where and if the protection ends.

If runner is not out, but doesn't reach the base to be awarded, call time after all play ends, and award as necessary. If runner is not out, and does reach base you would award, do nothing (but prepare to explain why you didn't do more). If runner is out after passing your point of protection, call the out, get ready to answer coach who can't understand your ruling.
