If the goal is to prevent something, address it specifically. Almost as bad as the "one second" touch & go a lot of pitchers employ.

Does the "simulation" achieve the desired goal with an easy and understandable explanation?

You just admitted that the direct approach (one-second hesitation) doesn't work, so why to you think being as blunt with forcing the pitcher to come to a stop with hands separated would work.

Are there not enough things wrong that you need to harp on one of the items that is so simple, a 10U coach can teach it?;)

Maybe we should make the pitcher "present" the ball.

Been there, done that.

They will just incorporate it into their delivery and if an IP is called will swear that the pitcher stopped regardless of what the umpire "thought" s/he saw. And, of course, the coach will tell you the you are the ONLY umpire to ever make that call

Of course, if they would just change to and enforce a 2-second hesitation (like ISFs rule), it almost becomes a non-issue.

Then again, it is really a non-issue now, so why are we talking about it?:D
