As the rule clearly states, it is used to dry the hand. Applying it to the ball or glove won't dry the hand, so would obviously be applying a foreign substance.
That's the same reason to NOT then wipe the hand you just dried; in most cases, the uniform is wet (either from sweat or rain), so wiping the now dry hand on a wet substance accomplished .......(what)??
It accomplihed wasting about a minute of everyone's time...likely on a day that is either hotter than hell or rainy (or in Texas, both).

In the Midatlantic area, there is a discernable (gr) difference. People in PA & NJ go to the "shore". Folks in DE, MD & DC go to the "beach".

That reminds me. It sure would be nice if , IMO, everyone modified their new (since Officiating.com changed the program) profile to include their location. I, for one, find that a positive feature.
