Inspecting the field
 
I'd like you opinion on a point of contention among a few members of the local umpires assoc.

When I arrive at the park, I like to get there early enough to accomplish 3 things before the plate conference.
1) a complete pregame with my partner(s)
2) inspect all the equipment, and
3) walk the fence

Some of the umps around here say walking the field is overkill at the NFHS level. I say why not be prepared? Could be the NCAA work I have done?

There should never be a problem with walking the field. I have done it at all my nationals and at the Hooters last year. Of six times, I've found an issue/ problem which needed to be addressed prior to the first game at three different fields including Hall of Fame Stadium in OKC.

JFA67: Sounds good
That is the basic plan we use during the HS season. Walking the fence/field is not overkill.
BTW: Both my partner and I check game equipment together. We visit one bench area then the other.

Inspecting field + equipment could be also a way to approach the participants of the game without a lack of professionalism.
Teams generally appreciate when an umpire take care of every aspect of the game (but avoid being nosy)... looks like the ump is concentrate and with the right attitude... at least here in Europe.

The vast majority of our varsity fields are fenced, most with actual dugouts (speaking big school metro area). There are two I know of that are not fenced in my general area - they use temp fencing. I would even say that more of the JV fields are fenced than are not fenced, but they usually just have a bench, not a dugout.

Luckily for me all the high schools in town here, except one that has to play in a public park, have or have use of very nice totally enclosed fields. Dugouts and all.
