Base runner leaves the bag before the pitcher has released the ball. Rule books (ASA, Pony) refer to "upon proper appeal". In a 12u FP tourny last weekend, a couple of umps I paired up with called runners out without appeal from the defensive team or coach. What's right - call the out, indicate delayed dead ball, or wait for appeal?
