Before the start of any pitch, the batter must be completely within the batters box, which line starts 6" from the side of the plate. Once the pitch starts, the batter can inch forward as long as the foot isn't touching the plate or the ground completely outside the batters box at the moment of bat contact.
Personally, a batter in that location is begging for an inside strike call; any pitch that doesn't hit the batter must be on the corner, and I have called dead ball strikes when batters were hit in that vicinity.
