another question ...thank for you feedback....can a batter stand with his toes up to but not touching home plate...to crowd the plate

Before the start of any pitch, the batter must be completely within the batters box, which line starts 6" from the side of the plate. Once the pitch starts, the batter can inch forward as long as the foot isn't touching the plate or the ground completely outside the batters box at the moment of bat contact.

Personally, a batter in that location is begging for an inside strike call; any pitch that doesn't hit the batter must be on the corner, and I have called dead ball strikes when batters were hit in that vicinity.

As I understand, "on the line" is within the batters box. I have not seen any batters stand as close to the plate as you describe.

With ASA, you must start completely within the lines, not hanging over.......or maybe that is what you meant
