Where can I get a fastpitch rulebook that covers high school fastpitch?

I am not sure, except through your local high school league office. I am not aware on one online.

The National Federation of High Schools is the organization that produces this. They have a web site at http://www.nfhs.org. That web site has a discussion board of their own that might have an answer.
