im base ump at first when batter swings at pitch and misses...plate ump tells her to take first on a hit by pitch...? is even if the pitch was inside and it hit her doesn't the fact that she attempted to swing at it make it a strike? FYI partner said it was an attempt to avoid the pitch and that is why he awarded her the base. IMHO i thought it lookes alot like an attempt...

Judgement call. If he felt that the batter did not in fact swing at
the pitch, then that is his decision. If in doubt, then s/he should and
probably would consult with his/her partner.

"Looks a lot like an attempt" is not enough. Was it an attempt to hit the ball or not. Black and white. PU had to make a judgement and apparently did.
