Team A has B1 as the pitcher and B2 as the DP

Later in the game, Coach A has (1) B2 the DP in as pitcher (legal as far as I know), and (2) declares that B1 is now the new DP.

Is #2 legal (can you position change someone who wasn't the DP as the new DP)?

The role of DP stays with a player and batting position. In your example, B2 (I presume in the second batting position) was declared DP at the start of the game. For the remainder of the game, the second batting position, whether occupied by B2 or a substitute of B2, is the DP.

No, not legal.

OK, I misread your situation. I've left my original response below, but your case is simpler. The DP started in the #2 batting order position, and the DP and any sub for the DP must bat in this #2 position. So, the #1 batter may not "become" the DP.

The DP and FLEX may not swap positions.

DP can be subbed for, as can the FLEX. DP can play defense for FLEX, in which case FLEX has left the game.

Next time DP is due up, FLEX may bat for DP, in which case FLEX has entered the game, and DP has left the game. FLEX has now used up her re-entry rights. If she leaves the game again (e.g. DP plays defense at the next half-inning), then the starting FLEX player is done for the game. The coach may bring in a sub for the starting FLEX, but that PLAYER is done. Also, once DP returns to play defense for FLEX, DP has re-entered the game, and has used up her re-entry rights.
