runner on 2nd, ground ball to 3rd, she can't make the play and holds the ball and throws it back to the pitcher. B-R rounds 1st and takes about 2 steps towards 2nd and the PU calls time. I was going to send the B-R back to 1st, but the PU said she should get 2nd because she started that way. What is the correct call?

As a hitter, I want this ump. If I get a single, then take only a couple of steps toward 2nd, I'm getting a double. If the runner was making an attempt for 2nd base then time should not have been called, otherwise the runner should have been left at 1st.

Why did the PU call time unless this was a slow pitch game and even them I don't know why you would give the BR second.
