If the Runner is knocked down as it sounds, to me that would impeding the progress.
Where to protect her two is another question. Knowing the fieldsituations in Germany, it could be both 2B or 1B.

To my embarassment, the play occured in Bremen where they had just started using a temporary fence. Based on past games, and not having a good view, I assumed the ball went dead (didn't remember or notice the fence during my excitement). Thus I was particularly perplexed that the umpires didn't automatically give BR third base. Then I figured they would give her 2nd on OBS, but since OBS wasn't called, she stayed on first. However, since I didn't see where the ball went, I was in no position to judge whether she should or could have been awarded 2nd. But since it was the other team, I just kept my mouth shut. Regarding coaches here who argue calls which might negatively affect their own team just to show their rules expertise I'll save for another thread.
