I thought I understood this rule but then I read POE 33H. If a runner is moving toward a base ,other than first,when the pitcher recieves the ball in the circle , that runner must continue toward that base or be called out. It looks to me like under 8.7.T. they are allowed a stop. Can you help me with my confusion ? Thanks Brian

you are correct, they are allowed 1 stop, but then they have to IMMEDIATELY go one way or the other

Yes... but , If you read POE 33H it doesn't look to me like you can stop.

POE's are quick summary guidlines...

This apparent conflict between the POE and the rule has been discussed a few times. The prevailing view is to ignore the sentence in the POE. IMO, it is most likely a hold over from a previous poorly done edit. JMO, though - I have absolutely no actual knowledge that that is true.

Right, POE are not rules. The poor editing is rampant in the rule books and even more so in the POE. This one probably had to do with the change for the rule being in effect when the BR reaches 1st.
