"Does the pitcher have to be in contact with the pitching rubber while getting or simulating recieving a signal from the catcher for it to be a legal pitch?"

No. However, when she steps up on the plate she must receive or simulate receiving a signal from anyone. Basically, she must pause before starting her pitch.

"The other question I have is if a fielder other then the first baseman or catcher is using a catchers mit and makes a play is this called an illegal glove?"

Maybe. Any fielder can use a glove or mit, however there are size restrictions on all fielder's gloves other than the catcher. Length - 14", width (across the fingers) - 8", and webbing width - 5 3/4".
