No. Substitutes enter the game for players, not position. If #4 comes in for #20, #20 must leave the game. #4 can stay in the batting order, but there will be no FLEX during that period. #4 cannot come in for #30 because #30 is not in the game.

Only on defense, Harry. On offense, they never "switch". The FLEX may enter the BO for the DP (and only the DP), but that puts the DP (#30) out of the game. #30 can re-enter the game (which is a substitution), but only in the DP position. At that point, #20 would return to the FLEX position and the line-up returns to 10 players.
