Got the NFHS Rule book, Case book, and Umpire's Manual today.
Nothing changed that most of us were not already aware of.

1-3-6 COR and compression for slow pitch shall not exceed .44
and 375 lbs, respectively;
Compression for fast pitch shall not exceep 375 lbs. All softballs
shall be marked with COR and compression.
1-5-4. Eff. Jan 1, 2004, the bat shall meet the ASA 2004 Bat Performance
standard.
2-4-3New. Added definition of a banned bat.
2-47-2New. Added definition of "make a play" as it pertains to the
look-back rule.
3-3-6. (FP) Replaces the designated Hitter (DH) Rule with the Designated
Player/FLEX Rule.
Signal Chart. Added the proper mechanic for signaling the count.


2004 Major Editorial Revisions
1---------- Rule 1 completely reorganized to more appropriately arrange
the contents.
3---------- Rule 3 was completely reorganized to more appropriately arrange
the contents.
3-2-13----- Note Wording regarding prostheses was changed to be consistent with other
NFHS Rules Codes.
3-5-5------ Deleted the penalty previously listed in this section for a coach
intentionally interferring with a thrown ball. The penalty was already
stated in 8-6-16.
4-2-3------ Deleted examples of game ending procedures to eliminate confusion.
7-2-1g New- a pitched ball contacts the batter while swinging the bat or
the batter is hit by the pitch that is in the strike zone {DBstrike}

8-1-2 Is wrong, will check it out.......
8-6-15 New- Added Offensive team equipment causes a blocked ball (and
interference). PENALTY: The BR or R being played on is out. If no play is
obvious, no player is out, but runners shall return to the last base touched at
the time the ball is declared dead.
8-9-2------ Clarified that F1 or F2 must bat and reach base legally in order
to be eligible for a CR.

POE's this year are 1. Pitching, 2. Helmets - fit, care and condition and 3.
Lineup Cards.

It sounds like they still haven't replaced the deleted rule in which a BR could be put out by tagging 1B before the BR reaches it.

Oh well.
