WMB in your orginal question the PU made the wrong ruling. First, the PU did state the correct verbage for catcher interference, however the PU does not have the authority to award the batter first base. The next thing the PU should have said to the offensive coach was "coach do you want the the results of the play or the penalty", depending on the reply of the coach is when the rule takes effect. Coach says "results of play", award strike on the batter, runner stays on 3rd. Coach takes penalty, the batter awarded first and runner stays on third.
Now if the PU tries to make the wrong award that is when you need to have a talk with each other.
