Umpire obstructs Cather throw
 

Runner on second and 1st. Umpires interferes with throw to second on runner leaving first on a steal and runner on third makes third. Runner at second is safe what happened? Ruuner stealing second is out what happens?

If the runner being played on is out, that is the call. If the runner is safe, ostensibly due to the umpire's INT, the runners will be returned to the base at the time of the pitch.

In all rules sets of which I am aware, in cases of umpire's interference, the initial signal is a delayed dead ball. If the runner being played on is put out, the UI is, in essence, null. If, however, the runner being played on is safe, the call is dead ball, and the runners are returned to the previous bases.
