Ball Thrown Out of Play, 2 Bases Awarded from Time of Pitch?
 
NFHS Game
R1 on 1B. After a pitch is released R1 starts to run toward 2B.
BR hits very slow ground ball fair toward F5. By the time F5 fields the ball, R1 has already rounded 2B and is approaching 3B, behind F5.
F5's throw to F3 at 1B is errant and goes out of play.
FU calls dead ball, and awards R1 3B and BR 2B.
Offensive Coach calls time and asks FU why R1 is not awarded Home, since she was past 2B and almost at 3B when F5 threw the ball.
FU tells OC that on ball thrown out of play, that each runner is awarded 2 bases from the time of the pitch.

What say you?

That FU FU'd.

The coach was correct - 2 bases are awarded on an overthrow and it is based on the position of the runner(s) at the time of the throw.

R1 should be awarded home and BR awarded 2B.

This would be grounds for a protest as a rule was mis-applied.

Also, the coach cannot call time, he must request time from the officials.

Aside from the "FU" misstating the rule and setting grounds for a protest, he probably just doesn't know if R1 had touched 2nd at the time of the throw. Runner placement is judgment but the coach wins if he gets the "FU" to state R1 had touched 2nd at the time of the throw.

FU should RTFM.

In addition, PU should have had eyes on R1 after trailing BR for a bit and then moving toward the holding zone once R1 rounded second. Theoretically, PU would have had R1, F5 in his/her field of vision.

Unless FU was being obtuse, a conversation between the 2 umpires probably should have occurred.

I guess softball is different than baseball.

For the baseball folks: First play by an infielder, which this is, is two bases time of pitch.

I hope no one reads this and thinks it is the correct rule.
The only time time of pitch applies to base awards is on a pitch.

2022 Case Play 8.4.3 Situation O
 
With R1 on first base, B2 hits safely to F5 or to outfielder F8. The throw is over or through F3. RULING: If the overthrow does not become dead, there are no awards. If the overthrow becomes dead, two bases are awarded each runner (including the BR) from the base occupied when the throw left the hand of F5 or F8. (8.4.3e)

It is more like not moving the pivot foot when not dribbling ( rule from another sport)

Which is incomplete for BASEBALL. OBR: If the BR has reached first base at the time of the throw, the award is two bases from the time of the throw.

Let there be no confusion. In SOFTBALL, the award for a throw that enters dead ball territory is two bases from the time of the throw.
