Does anyone know if ASA/USA keeps past years' rules changes available on the internet?

As a point of curiosity, I wanted to know when the rule changed that allows for all fielders to wear a mitt. I did find that here in this forum. Doesn't USA make these changes available?

Probably 2006. (ETA: It was 2006. See below.)

In 2005, mitts allowed for catchers and first basemen.
In 2007, mitts allowed for all defensive players but the wording is not highlighted.
