Yes, there is a story....

in sum... is it a pitch (legal or illegal) if, during a live ball, the pitcher stands on the pitcher's plate, windmills and throws the ball to the catcher (in the catcher's box) while the batter is out of the box and the umpire is a step or two from "the slot" while studying his indicator?

No, I wasn't the umpire involved :)

As far as I am concerned the Ball was Dead when F1 "pitched" the Ball to F2.
