NCAA: Band aid on Pitcher's Finger

Watched last inning or so of Florida / OK State game tonight (Thursday). Noticed Barnhill had a band aid on tip of finger on pitching hand. Is this legal in NCAA?

It allows a "foreign substance" on the finger that changes the pitcher's grip on the ball.

But, by rule, not a foreign substance. The rule 10.13.1 defines illegal foreign substances as something that "would transfer to the ball". What would a band-aid transfer?
