Rule book mentions it's illegal to leap, jump or hurdle over a player that's not lying on the ground. How about diving?

I made the correction for you. Only the NFHS rule book has leaping over a player, which does include "diving" when the fielder has the ball and is not prone. It is treated as a form of interference (dead ball, the runner is out).

USA/NCAA have jumping over a player as a permissible act.

Jumping/Hurdling is legal in LL but diving is considered a head first slide in majors and below and is illegal in those divisions and an out.

Diving, leaping, hurdling.....
 
NFHS R1 running from 2B toward 3B. F2 throws to F5. Ball arrives before R1. F5 attempts to tag R1, who avoids the tag by jumping over F5's tag. By the way, F5 is on her feet. Oh yes, this takes place 6 - 8 feet from 3B. What is your call?

IMO: If she jumped over the player (e.g., the torso), dead ball out per the rule cite above. (And put her on the basketball & track team for jumping over a standing defender)

Jumping over only the outstretched arm, and staying within her basepath, play on.

I completely agree she should be on the track team if she can do that.
