R1 does not touch 2nd
 
ASA Men’s slow pitch. R1. Batter takes a walk. R1 request a courtesy runner as he's walking towards 2nd. R1 never touches 2nd as the CR comes out and takes 2nd. The umpire calls out the runner when he gets to the dugout. Can the official make that call? Wouldn’t the defense have to appeal that he never touched 2nd to get this out? What's the proper ruling on this?

Abandonment is not an appeal.

And a real umpire would also use game management to control the situation, such as "He can have a CR when he gets to second."

This, akin to an illegal substitute, should not be allowed to happen.
