Safety base...
 
Cannot find clarification on this rule anywhere.
Here is the situation:
Infield hit with a play at first, first baseman drops the thrown ball, runner runs through without touching either base. 1B picks up ball and attempts to tag runner - which base is the runner required to come back to?
In my opinion once the runner crosses the base, the safety base essentially disappears.

(ASA) 8-2-N, specifically 7. The colored portion doesn't "disappear"; anything absent of a play on the batter-runner at first base, the base is now 15" X 30". Therefore, in your play, the runner may return to either portion.

Re: Safety base. It should be required in youth ball, even high school.

Either required or dropped. The inconsistency confuses the players.

Or teach the players how to play 1st base and run the bases.

I'm talking about kids. I though one major consideration when it comes to youth sports is safety. Maybe that's why they call it a safety base?

Isn't that when they should be taught? Seems to me, between softball and baseball, there was no need for a double base as players were taught the proper mechanics for covering 1st base and how to run through the base.

The double base is part of the dummying down of the game to make up for bad and ignorance in coaching. It doesn't provide any more of a safe environment than a single base as long as you are going to allow the defense to go wherever they please to accommodate poor play

Why doesn't the 1B just tag the base since runner hasn't touched it yet?

F3 can do that, but must also indicate that she is making an appeal for the missed base; this is not an "accidental appeal" where stepping on the base (or receiving the ball while still in contact with the base) creates an out.
