Can pitcher goto mouth and wipe off while on the rubber

yes, but needs to wipe it off on their body/uniform. Might create quite a stir if she whips out a rubber. :) Just couldn't resist

The only rule about going to the mouth is the pitcher must wipe the hand. Does not matter if they are on the pitching plate or not. But, if on plate you also need to be watching for separating the hands and bringing them back together.
