Runner interference (NCAA)
 
Let me preface with ASA, where a runner, leading off 3B, interferes w/F5 fielding a can o' corn fly ball over the Coach's box. Runner out, batter out.

In NCAA, runner out, batter gets charged with foul ball.

There is an old thread here, mentioning an NCAA rules interp conference held by the rules committee. After much harumphing by the umpires, they were told in no uncertain terms that they WILL rule this way, or they will find another line of work.

Can anyone remember if this was the game situation that was being discussed?

NCAA rule reference is 12.19.2.1.5 on page 149.

no, I just remember an old thread dealing with a similar situation, and the comment made by the c**ch (rules interpreter) to the umpires.

I believe it was an interp that was to be followed, rather than the rule as described in the OP, which was more black and white.

When you state two rulings and then say "this" way, "this" is not clear. Which one?

Sorry if I wasn't clear. I was trying to spark someone's memory here about the thread itself, and from that, the ruling.

I only recall it was a ruling dealing with runner interfering around 3B, and that the umpires in the room generally didn't agree with the interp, and the c**ch/interpreter straightened them out right quick.

I'm confused by your reference to "c**ch". To answer your question, I don't recall the discussion. But the rule is clear in the rule book. Was this rule not in the book back in the day of this old discussion?
