Getting rid of a NFHS Assignor

We have a major problem in my local area, so much so that myself and six others have gotten waivers from our state office to work in a region outside of where we reside. Our local NFHS Assignor has gone crazy, he has held his position for 20 years and we have never been allowed to take a vote on him having his position. We are not even allowed to voice our opinion or bring problems to him, if you do he will stop assigning you to games. Last season, he assigned himself and his sons to every playoff game, and our state championship crew consisted of himself, his sons, and his best friend. We have a lot of unhappy people in this area, and he is nothing short of being a Castro type dictator. We have already formed a Referee Association in this area, but this assignor will not let us include HS Referees and will not allow us to vote to do so. What steps can we take to get rid of this idiot? This guy has lost all of his USSF contracts as an assignor because of his attitude, and we now have two other USSF assignors in this area, but we are not allowed to take a vote for HS.
