Reading the comments (I know, I know), it seems he was fined mainly for displaying an unofficial sponsor.

He was fined entirely for displaying an unofficial sponsor. He kept the shirt below his chin, so, had there not been an add sewn on his underwear, this would have been a complete non-issue.
