Soft Red card
 
I know that in NFHS a soft red card (Two Yellows) allows a sub and the team does not need to play down a man but does USSF have the same wording or do they need to play down a man?

The FIFA laws state a person who is sent off can't be replaced. If it's a player, the team plays with one less. Some leagues might modify this, but this is what's written.

USSF/FIFA does not use the concept of "soft" red. If a player receives two cautions during the match, he is sent-off and his team plays down a man for the remainder of the contest.

Soft red is a high school rule only.
