Subs on restarts?
 
Our state has changed our substitution rule to follow FIFA's in that, a substitution may be allowed under any stoppage of play IE: free kick, corner kick, ect... It works well for the pros and higher levels because they have limited subs anyway and as such it is less disruptive to the flow of the game. The league that I normally ref is U-19 and below and we have unlimited subs to maximize playing time for the players and boy does this screw up a game! I must have had a hundred subs in one 90 minute game. we previously only allowed subs on your throw-ins, goal kicks and goals scored. How are the rest of you doing it? I added stoppage-time each half and the game seemed to go on forever! It really interrupts the flow of the game.

for kids games we still use unlimited subs at throw-ins (some leagues possession only, some both teams if possession team subs), goal kicks, ko. our state cup matches (15 and up) have gone to any stoppage but limit subs to 7 per half or ot. once out in a half = cannot return until next half. doing any stoppage without limit on number is nuts.
