If the ball does not enter the field of play on a throw-in, what is the call using Federation rules? I believe in FIFA it's a re-take by the offensive team.

In NFHS, the ball is awarded to the opponents, to reduce time-wasting and unwanted gamesmanship.

Cecil is correct for NFHS play and you are correct that under FIFA/USSF play the throw-in is retaken by the same team. Just one of many minor differences.

As much as I hate to say it, the high school rules are probably right on this one. If you can't get the ball into the field on the first try, sorry. All you have to do is get it to pass over any part of the line.
