New Time out rule

I don't know if any of your states have adopted time outs for soccer yet, but in Massachusetts this year we did. Can anyone give me some insight on how they handle the teams, subs... I ref basketball also, so I some idea as to how to it works there. I was curious to know if anyone else has had this yet.
