In high school federation rules, does a hit batter have to take first. 2-2 count and batter is hit by pitch. Doesn’t want to take first base. ????

During a try, K-1’s place kick hits lineman K2 who is BEHIND the neutral zone and goes between the uprights and above the bar.
We gave them the try because the K player was behind the neural zone??
